Investigation into the failures of the board was underway. The circuit was reviewed and the components were reviewed. The first problem was that the addressable LED was installed backward.

 Wrong side of the NeoPixel

Fortunately, the LED could be removed without damage. Backward insertion was a simple error on my part. The alignment was easily readable according to the data given by Adafruit.

The rest of the components were checked and everything seemed to be assembled properly but the Arduino would not stay powered. After plugging in the sensor board, the Arduino would power down within a couple seconds. This needs further investigation.
