2021-12-15 (W) EWC_Panel Button and note recognition

I decided that fixing the tempo panel would solve my issues with the missing time pulses. I focused on my light arrays and the sixteen buttons below them. Each button will activate or deactivate a note on the selected track, so if I'm paying attention to the snare track and turning on the first instance, I will get a drum once every cycle. A cycle is four beats. In addition to toggling the playability, the slider will determine how loud that note is, so it's possible to switch between a loud kick drum and a soft one in the same track. The lights come on to show when a note will play, but only in the first track right now.
