The Bluetooth modules I had in my stock were all HC-06 which can only accept incoming transmissions, so I ordered HC-05 units which can initiate communication. I connected one of each to computers with USB↔serial converters to access their settings. Whenever I use Bluetooth modules, I visit martyncurrey.com to ensure I use the hardware correctly. Once I remembered my old tricks and learned the procedure, I matched the baud rates to the Arduino sketches and paired the wireless units. Once linked, they will automatically pair when I power them up, so I didn't need to add anything to my Arduino sketch unless I wanted to include the ability to pair new units in the future. I connected both controllers to batteries and confirmed that I could wireless move the receiving servo from the transmitting potentiometer.
